To get real estate leads in Dubai with paid ads, start with a valid Trakheesi advertising permit and its Madmoun QR code, then use Google Search for buyers who are already searching, Meta and TikTok for project launches and investors, and a lead form that asks about budget and timeline. The last step decides your results: call or message every new lead within minutes, and judge campaigns on qualified leads and viewings, not on cheap form fills.
I run ads and short-form video for Dubai real estate clients. This is the process I follow, and the compliance points that come first.
Step 1: Get a Trakheesi permit before any ad goes live
Dubai regulates property advertising closely. Brokers must apply for a permit through the Trakheesi system on the Dubai Land Department (DLD) website, and the requirement applies to every platform, including social media. The permit generates a unique ID tied to a valid listing agreement.
Since April 2023, every permit also comes with a QR code through DLD’s Madmoun service. Real estate companies must show this QR code on their print and audiovisual ads, so buyers can scan it and check the ad is approved.
Skipping this is expensive. When DLD audited advertising permits in 2020, fines started at AED 50,000 and could escalate to licence cancellation. Rules and fees change, so confirm the current requirements with DLD or RERA before you launch. I’m not a lawyer, and this is not legal advice.

Step 2: Match the platform to the buyer
| Platform | Best for | Example |
|---|---|---|
| Google Search | Buyers and tenants already searching | “2 bedroom apartment for sale in JVC” |
| Meta (Facebook and Instagram) | Off-plan launches, investors, retargeting | Lead form ad for a new project with a payment plan |
| TikTok and Instagram Reels | Video walkthroughs and area guides | 60-second tour of a waterfront apartment |
| YouTube | Longer project and community videos | Developer walkthrough shown to people who searched the area |
Most brokerages get the best results from a mix: Google for people ready to view, and Meta or TikTok to build a pipeline for launches, then retargeting to everyone who engaged.
Step 3: Know the rules when you target overseas investors
Many Dubai projects are sold to buyers abroad. If your Meta ads reach certain countries, housing ads must be declared as a Special Ad Category: Meta requires this for advertisers targeting the United States, Canada or certain parts of Europe. That removes or limits targeting by age, gender and postcode, so plan broader audiences and stronger creative for those markets.
DLD also has separate rules for marketing Dubai property outside the UAE, so check those with RERA before running international campaigns.
Step 4: Build a form that qualifies leads
An easy form brings more leads; a smarter form brings better ones. On Meta lead forms and landing pages, ask two or three questions that sort serious buyers from casual browsers:
- Budget range, as options rather than an open box.
- Timeline: ready now, within 3 months, just researching.
- Payment method: cash or mortgage.
- Purpose: to live in or to invest.
Add a WhatsApp option. In the UAE many buyers prefer to start on WhatsApp rather than take a call from an unknown number.
Step 5: Follow up fast and measure what matters
Property leads go cold quickly, because buyers enquire with several agents at once. Connect your forms to a CRM or at least to instant email and WhatsApp alerts, and make sure someone responds within minutes during working hours.
Then measure the full funnel, not just the ad numbers:
- Cost per lead
- Cost per qualified lead (answered, right budget, real timeline)
- Cost per viewing
- Cost per deal
A campaign with cheap leads and no viewings is worse than one with fewer, more expensive leads that turn into deals.
Frequently asked questions
Do I need a Trakheesi permit for Instagram posts and ads?
Yes. DLD’s permit requirement covers social media as well as portals, print and outdoor. Each permit is tied to a specific property and listing agreement.
Where does the Madmoun QR code go?
DLD requires it on print and audiovisual real estate ads. For video ads and image creatives, place the QR code where it can be clearly seen and scanned.
Which is better for real estate in Dubai, Google or Meta?
Google brings people who are searching now, usually with higher intent. Meta reaches more people at a lower cost per lead, which suits launches and investors. I compare them in detail in Meta Ads vs Google Ads for Dubai businesses.
How much should a brokerage spend on ads?
Work backwards from the deals you need: target deals, your usual conversion from lead to deal, and your expected cost per lead. My guide on Google Ads costs in Dubai shows the budget formula.
